Decision making by elected and professional Portsmouth officials: A tale of conflicting desires in a city of great needs

Our fair City's elected leaders have decided where to slide our tax dollars:
Drainage improvements at nTelos Pavilion at Harbor Center and a new city emergency operations center have taken financial priority over a new Churchland Library and several city parks projects.
Hmmm... more money to the pavilion; like I couldn't have predicted that. Harbor Center has been nothing but a drain on our City's tax dollars. We're cutting social service support...
Still stinging from the spring’s tumultuous budget process, city leaders are trying to better prepare local social-service and arts organizations for possible funding cutbacks.
Let me guess; we're gonna send more money to the Sports Hall of Fame? Now there's money well spent, for sure. ;-)
