The United States: Keeping company with great & progressive countries like Somalia

One of the things I love about the United States is that we are leaders in the world at large. We are out in front, setting the example, and providing a model for other nations.
The United Nations Convention on the Rights of the Child in 1989 imposed an obligation on countries to register every child immediately after birth. Sixteen years later, every country in the world has ratified the convention except the United States and Somalia.

How in bloom'n blazes can we keep company with Somalia? Of all the nations in the world, it's us and them?

It pains me.
