A. COMDTINST M5260.3, FREEDOM OF INFORMATION (FOIA) AND PRIVACY ACTS MANUAL
1. THE COAST GUARD RESPONSE TO HURRICANE KATRINA HAS ALREADY BECOME ONE OF THE MOST SIGNIFICANT OPERATIONS IN OUR HISTORY. FOR THIS REASON, WE NEED TO ENSURE NOW, AS INTENSE OPTEMPO CONTINUES, THAT WE CONTINUE TO SUPPORT A COMPLETE AND ACCURATE RESPONSE DOCUMENTATION COMPILATION.
2. COMMANDANT (G-I AND CG-6) WILL BE WORKING WITH THE G-L RESPONSE DOCUMENTATION SPECIALISTS AND THE IMT STAFFS TO PRESERVE VITAL HISTORICAL AND LEGAL DATA THAT DOCUMENTS THE EVENTS FROM THE ONSET OF TROPICAL STORM KATRINA THROUGH PRESENT AND FUTURE OPERATIONS. THIS EFFORT WILL COMPLEMENT AND HELP COORDINATE ONGOING EFFORTS THAT ARE CURRENTLY BEING UTILIZED IN HEADQUARTERS, LANTAREA, AND DISTRICT SEVEN/EIGHT IMTS.
3. ALL OFFICES AND UNITS ARE REQUESTED TO MAKE EVERY EFFORT TO COLLECT, PRESERVE, AND MAKE ACCESSIBLE TO THE KART STAFF COPIES OF DOCUMENTS, VIDEO, PHOTOGRAPHY, EMAIL, PRESENTATIONS, ETC THAT ARE RELATED TO THE EVENTS SURROUNDING HURRICANE KATRINA. ALL PERSONNEL ARE REMINDED TO FOLLOW THE REQUIREMENTS OF REFERENCE (A): THE
ORIGINATING UNIT/OFFICE RETAINS RESPONSIBILITY AS THE RECORD HOLDER AND SHALL RETAIN THE ORIGINAL DOCUMENTS.
4. CG-6 WILL ISSUE VIA ALCOAST GUIDANCE ON PRESERVATION OF OFFICIAL RECORDS DAMAGED BY KATRINA, AND GUIDANCE ON NEAR-TERM FOIA REQUESTS.
