A. COMMANDANT'S INTENT ACTION ORDER #2-COAST GUARD TRANSITION TO NUMBERED STAFFS (CIAO #2) DTD 6 JUN 06
1. PURPOSE. THIS ALCOAST ANNOUNCES THE INITIAL OPERATING CAPABILITY (IOC) NUMBERED STAFFS AT USCG HEADQUARTERS AS DIRECTED BY REF (A) AND THE ESTABLISHMENT OF THE ASSISTANT COMMANDANT FOR OPERATIONS (CG-3).
2. EFFECTIVE DATE AND ORGANIZATIONAL CHANGES. EFFECTIVE 1 NOV 06, THE FOLLOWING HQ ORGANIZATIONS WILL TRANSITION TO NUMBERED STAFFS:
COMMANDANT (G-C) TO (CG-00)
VICE COMMANDANT (G-CV) TO (CG-09)
CHIEF OF STAFF (G-CCS) TO (CG-01)
JUDGE ADVOCATE GENERAL AND CHIEF COUNSEL DIRECTORATE (G-L) TO (CG-094)
GOVERNMENTAL AND PUBLIC AFFAIRS DIRECTORATE (G-I) TO (CG-092)
MASTER CHIEF PETTY OFFICER OF THE COAST GUARD (G-CMCPO) TO (CG-00B)
CHIEF ADMINISTRATIVE LAW JUDGE (G-CJ) TO (CG-00J)
INTERNATIONAL AFFAIRS STAFF AND FOREIGN POLICY ADVISOR (G-CI) TO (CG-00I)
CIVIL RIGHTS DIRECTORATE (G-CR) TO (CG-00H)
CHAPLAIN OF THE COAST GUARD (G-CH) TO (CG-00A)
ESTABLISH - ASSISTANT COMDT FOR OPERATIONS (CG-3)
PREVENTION DIRECTORATE (G-P) TO (CG-3P)
RESPONSE DIRECTORATE (G-R) TO (CG-3R)
CAPABILITIES DIRECTORATE (G-RC) TO (CG-37)
POLICY AND PLANNING DIRECTORATE (G-X) TO (CG-5)
3. THE CREATION OF (CG-3) IS A SIGNIFICANT ORGANIZATIONAL CHANGE. AT IOC, RADM D. P. PEKOSKE WILL ASSUME DUTIES AS THE ASSISTANT COMMANDANT FOR OPERATIONS (CG-3). THIS CHANGE INCLUDES THE MERGER OF THE LEGACY (G-R) AND (G-P) ADMINISTRATION AND COORDINATION STAFFS INTO A NEW (CG-3A) STAFF, AND THE MERGER OF THE LEGACY (G-P) AND (G-R) RESOURCE DIRECTORATES INTO A NEW MANAGEMENT AND BUDGET DIRECTORATE (CG-38). G-RC HAS BEEN ELEVATED TO AN ASSISTANT COMMANDANT FOR CAPABILITY (CG-37). THE ASSISTANT COMMANDANT FOR RESPONSE (G-R) AND THE ASSISTANT COMMANDANT FOR PREVENTION (G-P), ALONG WITH THEIR CURRENT STAFFS (EXCEPT G-RC), REMAIN UNCHANGED AT IOC AND ARE TITLED (CG-3R) AND (CG-3P), RESPECTIVELY. CG-3 HAS THREE SUBORDINATE ASSISTANT COMMANDANTS: (CG-3P), (CG-3R) AND (CG-37). THE ACQUISITION AND DEEPWATER DIRECTORATES WILL TRANSITION TO CG-9 AT A LATER DATE TBD AS PART OF THE WORK BEING COMPLETED
UNDER CIAO #1.
4. SPECIFIC DETAILS. AN ORGANIZATIONAL WIRING DIAGRAM AND A CROSSWALK OF NEW NAME AND SYMBOL CHANGES WILL BE AVAILABLE ON CG CENTRAL ON 1 NOV. TO ACCESS THE CROSS WALK, LOG ON TO CG CENTRAL, GO TO OUR COAST GUARD, ORGANIZATIONAL INFORMATION, ABOUT USCG, STRATEGIC INFORMATION, TRANSITION TO NUMBERED STAFFS CROSSWALK.
5. THIS IOC NUMBERING SCHEME WILL HELP REDUCE CONFUSION AS WE MOVE TOWARD FULL OPERATING CAPABILITY THAT WILL INCLUDE A DEPUTY COMMANDANT FOR OPERATIONS AND A CG-3/5/7 ORGANIZATION.

And, I'll acknowledge I was wrong; my predictions didn't have Rear Admiral Pekoske as Assistant Commandant for Operations and I had the numbering all screwed up... However, I see that paragraph 5 shows this is not the end game. Perhaps I will have been more right, after all. We shall see; we shall see...
