State of the City

I almost fell off my chair while reading about Portsmouth's troubled middle schools:
About one in three Portsmouth adults is functionally illiterate; about one of every five children goes to school without the basic skills needed to learn to read, according to Portsmouth Reads, a nonprofit literacy organization.
Wow. One in three adults here in Portsmouth are functionally illiterate... I'm thunderstruck that a city in America would have that many illiterate adults. Perhaps we ought to focus on building basic skills for our citizens rather than building overseas nation-states or traffic circles here at home.
