Saving a drop in the bucket

According to Patricia Kime at Defense News, the Coast Guard's proposed reorganization of the civil engineering program is expected to save $267,000... on a total proposed service budget of $8.73 billion. If I've done my math right, that's a savings of .003% of the entire budget. That would be like me cutting out one trip to Walmart. Not one trip a week or a month, but one trip in a year.

In the old days, didn't we call that "chump change"?

UPDATE: My math sucks. It's not a savings of a trip to Walmart. It's a savings incurred by not buying two Mega Millions tickets and a stick of gum. That really is chump change.
